Egyptian media released the main points from Cairo's 112-page reconstruction plan for the Gaza Strip, without the external displacement of its population, which is expected to be adopted by the Arab summit today in Cairo. In short, the PA will assume control over Gaza without Hamas disarming. Main points reported by Al-Qahira News: * A committee of technocrats will be formed to manage Gaza for six months under the auspices of the Palestinian government and will not include representatives from any political faction. * The committee will lay the groundwork for the return of the Palestinian Authority to Gaza. * Egypt and Jordan will train Palestinian police officers to deploy in Gaza. * The U.N. Security Council will draft a resolution to deploy an international peacekeeping force “in the Palestinian territories in the context of establishment of a Palestinian state." * The issue of the factions’ weapons will be addressed by removing the reasons for their existence through a credible political process. * Work to reach a medium-term truce between Israel and the Palestinian Authority. * Reconstruction of Gaza will last five years and will cost $53 billion in two phases, each 2.5 years. Some 1.5 million displaced people are to be housed in seven different areas in Gaza: Phase one – Early recovery phase, which will last six months and will include the removal of rubble and the installation of temporary housing units, in addition to the construction of 200,000 housing units. Phase two - 200,000 additional housing units and a port in Gaza will be built.
