Having lived paycheck to paycheck, I would expand it to say that it means anxiously waiting for your paycheck to clear so you can do something necessary: buy groceries, pay the electric bill, purchase a metro card—and sometime having to scramble to cover a period where an unexpected expense caused the money to run out early.
