IMO, international relations pay little attention to the war-mongering of small & weak countries when they feel protected by big & powerful allies. It happens now in NATO where Finland and the Baltics want to lead the war against Russia--but of course not them fighting, but others (ie, the US) fighting for them. They speak loud but bear no consequences. The same tail-wags-the-dog is Israel's policy in the Middle East. And it was also (to be fair) Serbia's policy at the outset of WW1. Always the same: find a big sponsor, create trouble, behave irresponsibly, and let him fight for you.
