Bloomberg reports that the oil tanker Sea Horse is ready to test Trump's blockade by heading to Cuba with nearly 200,000 barrels of Russian fuel, needed for electricity generation on the island. The cargo’s Russian origin could trigger a US sanctions review because the same tanker was blocked by a US Navy destroyer from delivering fuel to Venezuela last November.
