Donald Trump said the U.S. has taken control of Venezuela’s oil and completed an initial sale worth about $500 million. Venezuela’s acting president, Delcy Rodríguez, said $300 million from that sale has been transferred to Venezuelan banks from a Qatar account, where the proceeds are being held under U.S. oversight. Neither the U.S. nor the Venezuelan government has fully explained how the remaining roughly $200 million from the initial $500 million sale will be distributed or used.

Selling stolen oil and putting billions of dollars in a bank in Qatar to be spent without Congressional approval is not Constitutional. Only Congress can appropriate money. The President can’t legally create a second Treasury overseas for his own piggy bank. Wake up Congress.
