International law does not require trapping Gazans in Gaza. Nor does it require paying them to stay. Nearly 30% of jobs in Gaza were either in the public sector (funded by foreign states, run by Hamas), in Israel, or with UNRWA (funded by foreign states, run by Hamas). Those jobs aren't coming back. People without jobs tend to move to countries with jobs, and whatever the merits, its not ethnic cleansing.
