Israel agreed to a phased ceasefire. Phase 2 was explicitly conditional: the Hamas terror regime could no longer govern Gaza and wage jihad. The Phase 1 bought time for international diplomacy to remove the October 7 war machine from power. It failed. World leaders failed.
