I think the way to understand this is as follows: To people who like Trump, he's not on the ballot. But to people who hate Trump, he very much *is* on the ballot. Skeptical that Trump campaigning/running ads can dislodge that dynamic. After all, he's already omnipresent in media.

When job approval is low, there is an instinct to run and hide. But DJT juices Dem enthusiasm by the mere fact of waking up in the White House; ownership is baked into the -R next to your name. If you're on the ballot you have to recognize that and seek to capture the upside.
