This is a fair point, but my suggestion was actually to have these humanitarian compounds be run by Israeli Arabs via the national service framework - Palestinians who are also Israelis, speaking Arabic and Hebrew and interfacing perfectly with both populations. And along the way, ordinary Gazans would have had their first chance to learn about us from Palestinians who actually know us, not from Hamas. It was a whole thing. But nobody listened.
