This would be a fully actionable idea if Hamas wasn't perfectly and happily willing to watch every last Gazan die. Hamas cannot be deterred by consequences. They already think of their people as a legitimate sacrifice to lay on the altar of their particular vision of Islamic redemption. That undeterrability is their great crime against Palestinians - and precisely the reason they must be destroyed.
