Now to the technical stuff. Up first: Prof. Antonios Tzanakopoulos. The first condition for the Court's exercise of jurisdiction is the existence of a dispute between the parties. Germany says this condition is especially important given that neither Nicaragua or Germany are parties to the essential conflict, i.e. the Israel-Palestine conflict. This fails to recognize Nicaragua's argument that Germany is participating in genocide.
