Cooper is suggesting the Allies should have left Hitler alone because the cost—40 million dead—was too high. This ignores that HITLER annexed Austria and Czechoslovakia, and invaded Poland, Denmark, Norway, and the Soviet Union. HITLER caused the war. Cooper is a Nazi apologist.
