It's not that Gazans are suddenly not liars. According to @AbuAliEnglishB1, this particular lie had an unforseen effect - large numbers of families started fleeing Gaza City for fear that their wives and daughters would be raped. Hamas wants as many people as possible to stay in the North, so the lie had backfired.
