Gaza was given as a case study: $2.1 billion were funneled into the Gaza Strip since October 7. This was justified under the claim of an "emergency use authorization", leading to an urgency to transfer funds to Gaza. As a result, exemptions were granted from verifying whether the money reached terrorist organizations, but no filtering was conducted. Consequently, 90% of the funds and aid reached areas under Hamas control, helping Hamas survive until the recently enacted ceasefire.
