A Gazan goes to fill water from the water tanker but he said they'd already finished filming so they turned off the tap and said there was no more water. He means that they only give out water for the camera (to get the donations). This is something we've seen before (see in post attached). Someone in the comments points out that it's a UNICEF water tanker, but the narrator corrects him and says the stickers are fake.
