Somaliland is a functioning democratic state in a volatile region, and yet has no formal diplomatic recognition as a sovereign state. Israel would be the first country to do so.

Israel is reportedly exploring the establishment of a military base in Somaliland to monitor the Houthis in Yemen and the Bab al-Mandab Strait, a critical maritime chokepoint for global trade. In return for the base, Israel would recognize Somaliland, an autonomous northern Somali region that declared independence in 1991 but lacks broad international recognition.
