@agitbackprop @jburnmurdoch The exclusion rate matters because PISA only works if the sample is genuinely representative. Exclude too many of the weakest, SEN or most behaviourally challenging pupils and the national average is biased upwards. The UK breached the OECD’s normal exclusion tolerance in 2025.
