I *think* Musk is saying that, w/input from Michael Flynn (conspiracy theorist convicted of lying to FBI a/b foreign contacts), he's gonna use his Treasury access to unilaterally cut Congressionally appropriated funds to orgs he dislikes (because they have 'refugee' in the name)
