Salzberg is referring to the percentage of the U.S. budget when he says 'miniscule' but I'm curious about the sort of shock you get when you unexpectedly pull hundreds of millions of dollars from the U.S. economy -- this could prove pretty expensive. All for literally no reason. It's insane.
