The Popular Resistance Committees said it kidnapped Arbel Yehud on October 7 in a joint operation with Islamic Jihad. I don't recall observing evidence to support their claim. Nevertheless, the group has yet to be sanctioned by the U.S. over its acts of terrorism. @BradSherman
