This. This is a key difference between the Weimar Germany and the "Weimar Russia". After the collapse of the USSR, Russia has never been punished in any way. Instead, it received a massive amount of help - direct help in billions of dollars, subsidized credits in tens of billions, technology transfers and trade opportunities - in hundreds of billions of dollars. The Russian grievances were developed in spite of the massive help and support it received.
