The GOP turned Graham's Russia bill into a Trump bill. Trump will still have discretion on applying sanctions, which he could do today if he actually wanted to. Meanwhile, he’ll gain broad tariff powers he'll exploit to the fullest. Congress must override Trump, not enable him.
