Egypt has maintained a blockade of Gaza for 17 years, ever since Hamas forcibly took power there. Egypt opposes Hamas, and doesn't want desperate refugees streaming in. You can hold them responsible for their choices. You don't need to pretend Israel is the only one with agency.

Egypt is not letting in refugees in large part because they know that the refugees would never be allowed to return, and Israel would love nothing more than to empty Gaza forever. But why ask this question about Egypt alone: isn't Israel even more obliged to let in the refugees?
