The word "驅離" (to dispel) is actually a propaganda phrase used by both* Taiwan and China's mils & govts when they just shadow a foreign warship/aircraft and radio/yell them to leave. The fact Reuters parrots TW's "expel" but used "track" for China tells you their biases.
