This is the first time I have heard that Israel "reportedly replaced desperately needed bags of food with sand." I wondered: What report? I googled. There's no serious report. (Correct me if you see one.) There's a report by @MiddleEastMnt, a publication which can most generously be described as a Qatari content creation platform. There's a video of a guy emptying bags of sand; the text on the video that says Israel replaced food with sand. The more likely truth is that the suppliers of the "food" are smuggling something, such as cigarettes, and the smugglers need to fill crates with something that looks real and that passes Israeli inspections. By the time the items reach people in need in Gaza, the smuggled items aren't there.
