I 100% agree with this & would add a third trend of human rights advocates and groups using their interpretation of LOAC to convince masses on what it says, how it is adjudicated, who are violators, and push misinformation under the banner of some type of authoritative voice.

The current war has brought to focus at least two disturbing, pre-existing trends involving the law of armed conflict (#LOAC): 1-how non-state armed groups (e.g. Hamas, Hezbollah) abuse international law as a strategy, for instance by deliberately placing missiles and ammunition inside homes and hospitals; 2-the large gap between what LOAC actually provides and what some commentators wish it to say, resulting sometimes in #legaldisinformation. Representatives of @Israel recently attended the 34th International Conference of the Red Cross & Red Crescent, taking part in high-level discussions on LOAC and its application to current conflicts. Key takeaways: -they underlined the importance of promoting compliance with international law by non-state armed groups, whose actions continue to reflect the biggest compliance gap in the field. -they also expressed the view, which was widely supported, that states should reaffirm their role as the authors of international law, and should continue to shape it to address contemporary challenges. Israel’s commitment to LOAC expresses itself not just through active implementation on the battlefield, but also through engagement in international forums where states work together to preserve and develop LOAC. I commend our delegation, comprising representatives from the @ISRMoJ, @IsraelMFA and the @IDF, who together lead the way in articulating Israel’s positions and bringing Israel’s unique experience to help shape international law. @IsraelinGeneva
