I actually agree with the @ICRC here. The damage caused to cities is horrific. The 90% casualties of modern wars being civilians is problematic statistics but absolutely civilians pay a high price and that is why terrorists want urban warfare, they want media images of civilians

When cities are bombed. When cities are shelled. When cities are hit by airstrikes, rockets or artillery fire. It’s the civilians who suffer. When wars are fought in cities, an estimated 90% of casualties are civilians. Heavy explosive weapons shouldn't be used in cities.
