Same, only government or terrorist regime I have seen or studied to deploy this human sacrifice strategy of its own civilians in war. Saying and doing anything possible to get its own civilians killed.

This has been Hamas’s core strategy for many years. They are the only government that I know of that has wanted its enemy to kill its own civilians as a means of undermining the enemy internationally. And it works every time.
