It appears @MarkHalperin original reporting was right. Pelosi's plan was for an open primary, but Biden stuck it to the establishment who threw him out by endorsing Kamala 30 minutes after dropping out. This is why Obamaworld, Schumer etc were so late to endorse.. they didn't
