@HeribertBerger @jburnmurdoch England’s PISA sampling problems didn’t start in 2025 by the way. In 2022, pupil participation was only 75% and school participation also missed OECD standards. OECD’s own analysis estimated this biased England’s scores upwards by ~7-8 points.
